Drug Control Officer
International Narcotics Control Board United Nations
Cilla Ng is a drug control officer at the Secretariat of the International Narcotics Control Board (INCB), the independent and quasi-judicial control organ for the implementation of the United Nations drug conventions. Mandated to monitor governments’ implementation of international drug control, the INCB supports authorities in balancing the medical use and control of drugs — the core of the conventions. With her primary focus on Asia, Cilla has also been to missions in Ghana, Norway and Switzerland.
Prior to joining the INCB, Cilla worked at the United Nations Statistics Office in New York, the United Nations Office on Drugs and Crime in Vienna and the United Nations Human Settlements Programme in Nairobi. She passed the Young Professionals Programme (then National Competitive Recruitment Examination) after working as an economist at the Hong Kong government and Hang Seng Bank.
Cilla holds a bachelor’s and a master’s degree in Economics from the University of Hong Kong and was awarded the J.K. Swire Memorial Scholar-ship to obtain a M.Phil degree in Economics from the University of Oxford.
Her research as an AsiaGlobal Fellow focused on the potential for public-private partnership among international organizations and the private sector in Asia in light of the growing dominance of Asia-based companies on the world stage.
