Senior Energy Expert

Yasir Arrfat is a policy and energy expert with over 15 years of service in the Federal Government of Pakistan. In his current role as senior energy expert at the prime minister’s office, he leads strategic initiatives in public policy, energy sector transformation, infrastructure, and government-to-government mega investments.
Prior to that, Yasir served as a senior sector expert at the Planning Commission, where he played a key role in advancing the China-Pakistan Economic Corridor (CPEC) projects. He managed the CPEC energy portfolio, overseeing projects valued at US$33 billion and driving bilateral cooperation in energy and infrastructure. He had also worked in the private sector with companies such as PARCO and Coca-Cola, among others.
He holds an MPA from Tsinghua University, an MBA from Karachi School of Business and Leadership, and a bachelor’s degree in electrical engineering from National University of Sciences and Technology in Pakistan. He also had fellowships from the US Department of State and China’s International Cooperation Center.
As an AsiaGlobal Fellow, his research will examine the role of public-private partnership in advancing green energy transitions in developing economies, focusing on the Belt and Road Initiative’s global implications.
