Mika Noh is a cultural strategist and AI governance researcher working at the intersection of artificial intelligence, cultural policy, digital sovereignty, and global governance. Trained in law, arts management, and cultural policy, her work focuses on cultural data governance, algorithmic authorship, training data justice, and the role of public institutions in shaping democratic technological futures.

Drawing on her experience with the National Assembly of the Republic of Korea and the Ministry of Culture, Sports and Tourism, Mika develops frameworks connecting AI policy, intellectual property, and creative ecosystems. She has presented her work at global forums, including the United Nations Science, Technology, and Innovation Forum, the World Design Congress, and UNESCO-affiliated networks, positioning culture as critical infrastructure for AI governance.

Her commentary and research have appeared in Oxford University Press’s Journal of Intellectual Property Law & Practice, UNESCO MONDIACULT, and more. Through these platforms, she has introduced pioneering concepts such as “training data justice,” “algorithmic restitution,” and “culturally literate AI governance (CLAG)”. 

Alongside her policy work, Mika collaborates with museums, digital art platforms, and policymakers on projects exploring AI art and immersive media. Her long-term focus centers on building international frameworks that balance technological innovation with democratic accountability, cultural rights, and public trust.

As an AsiaGlobal Fellow, Mika’s research will explore how Asia can shape alternative governance models for artificial intelligence that integrate cultural sovereignty, democratic participation, and ethical technological transformation within an increasingly fragmented global digital order.
