Calum has advised national and local governments worldwide on leveraging the opportunities and managing the risks of technology and innovation. His work spans the implementation of foundational digital and data infrastructure to supporting governments in exploring emerging technologies. He has provided technical, strategic, and policy advice at the highest levels of government, including to heads of state, prime ministers, ministers responsible for digital portfolios, and senior civil servants, while also engaging closely with private-sector C-suite leaders.

Having worked across nearly 40 countries, with extensive experience in Sub-Saharan Africa and the Asia-Pacific, Calum focuses on inclusive approaches to technology. He currently works at the intersection of energy and digital technology, including artificial intelligence deployment, at the United Nations Development Programme (UNDP). Previously, he served as a global digital and innovation adviser at the UNDP Singapore Global Center, a senior adviser at the Tony Blair Institute for Global Change, and led digital programs at organizations such as Girl Effect and the Global System for Mobile Association, collaborating with partners including the Gates Foundation. 

Appointed by the Mayor of London as a London sustainable development commissioner, Calum also serves as co-chair of the World Economic Forum's G20 Smart Cities Digital Infrastructure Taskforce. Additionally, he is a member of the Mayor of London’s Infrastructure Advisory Panel, a Churchill Fellow, and a former policy fellow at the University of Cambridge Centre for Science and Policy. 

Calum holds an MSc in epidemiology from the London School of Hygiene and Tropical Medicine, an MSc in development studies from the London School of Economics and Political Science, and a bachelor’s degree in politics from Queen Mary University of London. 

As an AsiaGlobal Fellow, his research will focus on reaffirming how governments are an essential innovation catalyst for inclusive digital societies and economies.
