Angel Eduardo Cárdenas Sosa is a Venezuelan economist, development finance executive, and public policy practitioner whose work focuses on how countries mobilize capital, strengthen institutions, and sustain development amid economic, political, and geopolitical change.

Angel currently serves as general manager for infrastructure for development at Development Bank of Latin America and the Caribbean (CAF), where he oversees one of the institution’s largest operational portfolios supporting sustainable infrastructure and economic integration across the region. Over more than two decades at the World Bank Group and CAF, he has led and advised initiatives across infrastructure, energy, transport, digital transformation, urban development, water security, migration, regional integration, climate finance, private sector development, and sovereign and subnational finance throughout Latin America and the Caribbean.

His experience spans both public and private sector operations, including infrastructure finance, public-private partnerships, investment mobilization, debt management, blended finance, and policy reform. He has worked extensively with national and subnational governments, multilateral institutions, investors, and business leaders to structure development solutions in complex and politically sensitive environments.

He holds a bachelor’s degree in economics and business administration, an MBA from the University of Toronto, and a master’s degree in public management and spatial planning. His research spans political economy, state capacity, development finance, and institutional transformation. 

As an AsiaGlobal Fellow, his research will explore how lessons from Asia’s development experience can inform institutional adaptation, economic modernization, and sustainable growth across Latin America, while strengthening policy dialogue and cooperation between the two regions.
